Both make the AI and player alike expand far slower the former by making culture shifts take generations instead of months, the latter by having the AI choose to sack, raze, subjugate, and liberate more often, based on their culture. I can recommend Cultural Tension / Kulturkampf and De AI Arbitriis on the steam workshop. We want to provide a real challenge while maintaining fun gameplay.
